Oil spraying out of dipstick???

Lets just put it this way they are extremely hard on vehicles killed a couple cars already didn't check oil, over filled, ran out of coolant drove another ten miles, and overheated multiple cars they are extremely hard on everything they drive and I'm the one who fixes everything they break.

I'm struggling trying to figure out what that is, even with the hair around it....

Looks like the older style oil/breather cap that has a hose coming from the top.
