Exclamation Seatbelts DON'T Lock

Noticed that no matter how hard i yank on any seatbelt, they do not lock. i tried testing by hitting brakes really hard at 25mph, they do not lock. Is this a matter of getting to the racheting mechanism and seeing if the little pendulum thing is seized up? wd40?

Normal. Needs to be a pretty violent action for them to lock.

Stomp the brakes HARD, and see if they lock.

I doubt that's even violent enough. My tracker locks up if I pull the belt really fast, but neither my 98 or 2000 Ram do/did.
