I disconnected the battery today for a hour reconnected it and re jumped the low pressure switch which dodge says is a cycling switch and the compressor kicked on and the line coking out the drier got cold I let it run for a few minutes so would this mean I'm low on freon and that there's a little freon in the system if the line is getting real cold and started to sweat a little?

It is a low pressure cut off switch which is designed to open the circuit to prevent the compressor from running if the refrigerant gets low. This is to protect the compressor from destroying itself.

If jumping it and you were able to get it to run and cool, then yes, you have some refrigerant, but apparently not enough. That means you have a leak somewhere. Need to find it and fix it or it will continue to leak down and not run correctly.
