I need help my 2001 dodge ram 1500 won't start you can hear fuel pump I checked the fuel relays, it turns over just doesn't start,I have an 8th of a tank in gas. could it be that I need to change oil? or what?!

Lack of oil change would not have anything to do with a no-start condition. I will move you to the right spot to get more help.

Change oil? The only way that would keep from starting is if engine was seized up from lack of oil.
You have to see what you do not have. Fuel (at correct pressure) spark at plugs, and air going in and out of engine.
