You can go up to 3" before you need to start changing other parts.

Track bar runs from the frame on the drivers side, to the axle on the passenger side. Locates the front axle laterally under the truck.

I found a site called top gun customz that has some kits for a 3" lift and comes with lower control arms, should it come with uppers as well?

the biggest recommended to go without changing the control arms is 3 inches in the front. even that is a little iffy its pushing the angles. the track bar is a different component of the front end separate from the sway bar. a sway bar is meant to keep the vehicle stable while cornering. a track bar is another component of the front end that serves the purpose of keeping the axle centered under the vehicle in relation to the frame. When you lift a vehicle the geometry is thrown off and if not properly adjusted the axle will not sit center under the truck. if your track bar is already worn down and you level it, theres a good chance the axle might shift under loads.

is there anyway to tell if the track bar is worn or needs replaced? I am kinda thinking of just leveling it with a 2 inch spacer for now, or a 2 1/2 spacer. I don't really have the funds to regear for 35's right now, so I was thinking maybe just level it out, save up some money, then do a regear, 6 inch lift and 35's all at the same time.

Have a buddy sit in the truck, unlock the steering, but, don't start the engine. Have him CRANK the steering wheel back and forth, while you watch the ends of the track bar. Any movement means it is bad.

Like HeyYou said, but to clarify a little. You are looking for movement at the frame side ball joint. It's going to move normally as it pivots. However, it's not ok if it clunks or shifts. If it moves smooth then it's still seated and is fine.
