Also try doing the same at the PCM.

Ooo, yeah. Very Good Point. They like to corrode up as well. Would certainly contribute to misbehaving.

What service manual are you looking at?
Do you have the 99 service manual?
If you can replace the PDC the wires have to come off some how.

I think there is a million wire connector on the bottom somewhere, secured by a bolt.

Dismount the PDC, flip it over, and see what ya got. Take pictures, and post them too.

my manual is the 2001 witch should be the same as my 99.

"The Power Distribution Center (PDC) is serviced

as a unit with the headlamp and dash wire harness.

If any internal circuit of the PDC or the PDC housing

is faulty or damaged, the entire PDC and headlamp

and dash wire harness unit must be replaced."

Have you tried grounding pin 85 of the relay?
Get a peice of the smallest gauge wire you can find 18 ga or smaller.
It doenst take much power to activated the coil inside the relay.
Stick the bare end of the wire in the female connector in the PDC for pin 85
and put the relay back in. This is why the smaller the wire the better.
Then try grounding the othe end of the wire with the truck running to see if you can hear the relay activate.

Ill try that as soon as the weather clears up. im guessing the wire going to this pin is corroded ive already sprayed contact cleaner in the sockets and air hosed it dry. so next thing ill try the ground wire.its pretty easy to take off the PDC ive done it before. I clean my engine a lot so I may have gotten water in there also.so ill remove it and look for bad spots and totally contact cleaner it and blow it off just to make sure.

Default PCM looks like new

Well I took apart the PDC and looked under it and it all looks like it did off the show room. no corrosion no broken wire nothing, tracing the wire coming from the relay socket all looks good 87 goes to the screw down wire the relay to the square (white) connector it looks good and still only get 0.04 volts and that pin.

I found out leaving the battery hooked up with that jumper on 87 and 30 will kill a battery after about 3 days. so I put a quick disconnect on the neg side of the battery for now until I can fix the tranny wires. so im guessing from the PDC the wires go to the PCM?? so I need to find out what pin is coming from the PDC to the PCM I think its pin 21??

Do you guys know what the volts are on the relay pins?
