All right my red vacuum line for my four wheel drive has vacuum but my black don't? Is that right

Only one side should have vacuum at a time. In 2wd, which ever line goes to the outboard part on the cad actuator, should have vacuum. In 4wd, the inboard line should have vacuum.

All right the red has vacuum it's pulling air but the black one don't have nothing going on with it that's supposed to be running with the red one up to the front axle there's the black line supposed to do something? Pool or blow

When one side has vacuum, the other side is just routed to the vent, so, no vacuum, and no pressure either.

I got everything connected and it still ain't but I tried to blow through the actuator and nothing will blow into it so is that actuator bad?

The actuator is a vacuum diaphragm. Apply vacuum to one side or the other, and it moves a collar to lock/unlock the two-piece axle. If the actuator is actually moving, the 4wd light in your dash should come on shortly after you shift into 4x4.... If it isn't, unplug the switch (on the other side of the CAD housing....) jumper the terminals, see if the light comes on.

Too many reasons for the light not to work.....

Yeah my light ain't coming on I got everything connected with the vacuums my actuator is pretty rusted around a bell
