Default wont shift

i have a 1999 Dodge Ram 1500 318 5.2 2wd. About a month ago i noticed that it started to shifting really weird. I stopped driving it because i was afraid of damaging the transmission. basically it doesn't want to shift out of 1st gear it is really hesitant. If i rev then release the throttle it will shift, or if i floor it then release it will shift. I have already replaced the automatic control seloniod, the governor pressure switch, both Oxygen Sensors, i have a TPS on order. what else would cause this problem. I noticed that if i put it in 1 (low) then move the shifter to 2 it will throw it into a neutral almost and throw it back down to first. not allowing it into 2nd gear, but when i put it in D it will shift. it is getting dangerous to drive because if i give it half throttle it will sometimes throw it into first gear (that's at 60). someone please help me. The only code is P1899 which is a park/neutral safety switch. i have one on order (this is a brand new transmission only 12,000 on it.)

Sounds like bands need adjusting. Did you replace the governor pressure sensor as well?

Hhhmm.... I know the TCC and O/D solenoids generally come as a set.... governor sensor/solenoid are available separately as well. Governor stuff is on the bottom of the valve body, easy to get to with the filter out of the way, other two solenoids, well, not quite so easy.... Which ones did you replace?

TCC/OD Solenoids are fairly easy to replace.

You don't.

So long as TPS is below 1 volt at closed throttle, and greater than 3.5 volts at wide open throttle, its all good.

Have you checked the tv cable adjustment, and that it is actually returning to its closed position (at the trans) when you let off the gas? Almost sounds like it is stuck wide open. (frayed or binding cable?)

Was there not a warranty?
