There is a clip under the drivers seat that I unhooked and it stopped the draw. I am reading there may be a box under the middle seat that controls the belts. Have not looked yet. Found a youtube video that showed how to remove the diode from the seatbelt reel that solves the problem. The seatbelt still pulls out fine and locks with a sudden tug, just like the good old days. The seatbelts are currently locked up.
Have been actually having problems with the seatbelts for a while. They would lock up while driving down the road and would only release once the truck was turned off.

The seatbelt control module stays active for 30 minutes after you shut the truck off. To check if it's working roll the windows down and leave the truck sitting for 30 minutes or more. Then go pull on the seatbelt. If it's locked in place then everything is working properly. Don't open the door or disconnect/connect the battery or you'll have to wait another half hour. If you want to check the draw after the seatbelt's have locked make sure you don't lose connection with the battery when you hook up the multimeter. I just went through this on my truck

Thanks for the tip. Will give it a shot when its a bit warmer (8 degrees and ice here now). 99% sure thats the issue as the draw dropped to under 50 milliamps when I disconnected it. New battery as well so I know its not draining on its own. Did yours turn out to be bad? How expensive/hard was it to replace?

Mine turned out to be fine. I think my problem was the battery. It was only 1.5 years old and I had it tested but they swore it was good. I put the battery out of my boat in it and haven't had a problem since. I did take the seatbelt control module out and take it apart and looked to make sure all the wires were good. Take the 4 bolts out that hold the center console in and it's located right under there. You have to break it open to look at it. There's a little ball you'll hear rattling inside- that's normal. I thought something had come apart inside it so I broke it open to look lol. I've read that often one of the seatbelt wires get pinched and short out so I was checking all the wiring.
