OK New Starter, rewired and checked connections under the dash, checked all fuses and alternator good, new battery and STILL having the not charging issue. With new starter, still have to re-turn the key because it hits a dead spot.... Any ideas? Ignition or ECM?

Voltage regulator is in PCM. You can test that portion, procedure is in the service manual.

Nah, I don't see anyone here attempting to do this for a living. We are all just enthusiasts. Being able to repair a PCM that won't control the alt, as opposed to replacing it, would be really helpful.
