I am a big fan of seat belts. I have been to too many accidents where those that were wearing them, walked away with bruises. Those that weren't, were taken away in body bags.

In many states it's illegal to not wear a seat belt...
Here in iowa you can have your license suspended for not wearing a seat belt.

It's just best for your safety to wear seat belts. Even at 10mph, you cannot restrain yourself. Remember this, the actual force of an accident is the total speed of both objects involve, assuming you hit only one object, stationary or not. If you can't even run that fast, do you think you can restrain yourself? No. here in iowa the average accident force is 110mph. that's at highway speeds, where most accidents occur. No way a person could restrain themselves.

Even when off road I will wear a seatbelt if I am exceeding 5mph, simply because I could hit a sationary object, and at higher speeds I gould hit an unseen hole and lose control and possibly roll.

I wear my seatbelt off-roading regardless of speed, helps keep me in my seat.
