Looking for the fuse to my OBD port. Any help locating this would be appreciated!

Fuse 20 in the block on the side of the dash. Glove box light, brakes lights, and some other stuff are on that as well. Should see 12 volts at pin 16 in the DLC.

Unfortunately the OBD port is dead. I may try putting the old one back in and see if the light goes off, I went for a drive and the shifting issue is still there so I don't think replacing the throttle position sensor fixed it anyway...

If the sensor is bad, no, it won't fix it.

How much of an RPM drop are you seeing?

Not much, only 200 RPM or so. It definitely feels like it's changing gears but when I turn off the overdrive the problem goes away.

That's torque converter clutch engaging/disengaging. 90% of the time, that is indeed the TPS.

TPS, No big surprise there... and output speed sensor...... That one may be as simple as replace the sensor.... but, if your scanner can read live data, see if that one is available, and see what it has to say for itself.
