With an analog meter, you can properly test it. A short would just five you the full five volts, open would give you zero. The needle needs to sweep smoothly up the scale, if it doesn't, it's bad.

 

I will try to get an analog one to test again. For now I'm actually going to start with replacing IAC. Because it was dying out on saturday as well, and i know cleaning it was just a temp fix anyway its probably a good start. Plus i drove it today and didn't get freeway surge again but it would surge 50-100 rpm at idle and also got a high idle in park again. So between saturday and today I'm feeling that might be the culprit... will report back. How do reset after replacing it?
