seatbelt stuck

The drivers side seatbelt is fully retracted and stuck. Any ideas? 99 1500 quad cab. Non power seats, if that matters.

If you turn off the ignition, does it unlock? Passenger side work as it should?

Got it working. I had pulled the seats out to shampoo the carpet. I didn't have the wire connector for the drivers seat fully seated.
