Sounds like you did it pretty much "right". May want to flush it with the current pump first, then swap out the for the new one......

Alright I changed the pumps, flushed whole system. Same thing. Nothing is different at all. Now what?

That's an interesting one. I would like to think you wouldn't get two pumps in a row with the same problem....... You do have the engine running when you are bleeding out the system, right?

Yeah, engine running. Going from lock to lock back and forth many times. I flushed it with old pump. Should I try bleeding by removing return line then going lock to lock with engine running?

It's self bleeding. All the air ends up back in the reservoir. I have found, starting with a system that is pretty empty.... that the fluid gets whipped into a froth, and I have to stop, let the air come out of the fluid in the reservoir, run it some more... lather, rinse, repeat, three or four times before the fluid stays good, and doesn't get all up in a lather.

If, after running it a bit, and turning the wheels lock to lock, the fluid still looks like fluid, and doesn't have a head like a good root beer, should be golden. If you still have no power steering at idle...... I am really unsure of what's going on there.

Just checked and fluid is not frothy at all. Nice and smooth all on top looks normal. Filled right to the full line.

How is the belt, and tensioner? Was the tensioner sticky at all?

Sticky? No not at al. Tensioner is good I have to get a breaker bar on it for enough torque to undo it.
