It's not what I thought , I didn't know that's why I rely on industry professionals to give me correct info, we are all not as gifted mechanics as you.
The shop that built you motor lied to you. Simple as that. If I am understanding this correctly, first, they told you you didn't need a tune, now they are telling you that your problems relate to NOT having one. If they aren't willing to fix what THEY caused, then it's time to have a chat with a lawyer, and your credit card companies. (or however you paid for the work.)
That said, if you find yourself far from home with a disabling breakdown, you can avoid outrageous towing bills by renting a moving truck and some suitable towing apparatus. If no such towing apparatus is available, a larger truck with the disabled vehicle loaded into the box will work even better, but it can be a real puzzle figuring out how to shove a dead three ton pickup into the thing and get it back out again at home. I've done it a few times, never the same way twice -- gotta work with what's available.
I have a larger exhaust , Air gap intake EQ heads, big gulp throttle body, headers, K&N CAI, Bullet racing custom grind cam, and the OEM Injectors on a ram with the hi rail pressure are more then adequate. My issue was and I will state it again, I specifically asked several times, that I didn't want to have to mess with my stock tune, and that whatever parts or performance level was required to maintain this was what I wanted. I was told that my stock ECM with stock tune would be fine and that if at a later date I wanted to "Squeeze more HP I then could get a tuner" I did my research and knew the issues with tuning especially in the region where I live, which is no one can. If the shop that spec'd my engine would have told me from the start,and they were well aware of all the current performance parts I had and what my setup was, had just told me that I would require a tune, I would have built a 500-600 hp engine, the only reason why it's now just only above 400 was only due to supposed stock tuning limits.
And for your info I did buy a tuner as soon as I learned that I needed one, I have a innovate OT-2 and LC-2 plus an SCT Tuner. Unfortunately the instal shop tried to break the engine in with the stock tune and then told me your truck is ready, when I picked it up and drove it for the first time is when I learned that this engine was never going to run without aftermarket tuning. And the $4000 is Canadian which included re & re of engine, total rebuild, new Pistons , new valve guides, rings bearings etc. The builder blames the tuner or lack of it, the Tuner blames the builder for incorrect piston to wall clearances.
The new engine has no piston slap noise at cold temp, the last engine sounded like a diesel when cold, I was told that was normal...... So what am I not hearing now, is that normal too... The tune logs all show AFR's well within the correct parameters ......

Ok so maybe you should have started with this in the beginning, and you would have been better directed to what could or can be done before you break in a new motor. remember these motors might have a roller lifter from stock, but not roller rockers, Also did they use BREAK IN OIL from rural purple, or lucas oils? still a flat tappet style rocker needs the ZINK in the oil to break in any motor. Chromoly rings on the pistons are hard to break in. It is hard to know exactly what noises you are experiencing with out being there. Also remember most tuners are mapped out in the west coast, where they tune them a little lean you need to specify your area and the climate, so they can map your new tuner to your location before they ship it. ( I run into this all the time on street bikes). Trust me no company out there wants a IRRATE customer bashing them, bad news travels faster than good news. If you hear a bad knocking sound Possibly bad rod bearings or crank bearings, Stuck lifter not un common, bent push rod or bent valve, anything can go wrong with a new rebuild, that is why it is always good to triple check everything to make sure.
There are lots of competent shops and tuners up here in podunk land. Right in your backyard why did you go south for this? There are many a 408 in this province not like they are rare or anything.

The issue is its a 1997 Dodge pick up with EFI, if it had a carb I wouldn't have an issue.
I've spoken to lots of Dyno places and tuning places and when I bring up the make model and year and the fact that it still has EFI they all say, sorry can't do that. Mopac can't do it because they do not have the software and apparently it costs thousands... Regardless of what decision I made the fact is that what I specified and asked for was either ignored or over looked and I was not given the correct info. If you know someone that can dyno tune this that would be great, I've turned over a lot of rocks and have had no luck. If my truck was older or a lot newer there would be no issue.

And I know it doesn't do you any good now but you should have asked more than one place. You know like going to the doctor and getting a second opinion. If you knew about Hughes Engines when you were shopping did you ask them about building you an engine?
I know you feel taken and I hope you can get everything worked out and get your engine running correctly. You can contact Flying Ryan or Hemifever for tuning your engine. No they can't dyno it for you but what you do is drive it and data log while driving it. Then you send that info to which ever tuner you choose. They will write you a tune and email it to you. You load it onto your SCT and install it on your truck. Then go out and drive it again. Data log some more and see if everything is running correctly now. You keep doing this until you get the tune correct for your rig. Then if you really want to know you go run it on the dyno and see what your making for HP & Torque. While you are on the dyno data log again just to make sure everything is correct. Send that file to your tuner and discuss it. Like I said you can't go in and have someone with a dyno just tune your rig like they do a Chebbie or Ford. It is our curse we have to live with owning a Dodge.
