Air in the system somewhere. Did you have it open at some point? Replace lines? Calipers? Wheel cylinders?

Also, the pedal shouldn't go halfway down......

I just changed the rear drum brakes and found one cable had wrapped around the self adjuster, and the other one was completely severed. So neither of those cables are currently installed.
You need to replace the both cables! With no cables(even with the adjusters putting tension on the drums) you still have to much slop at the top. With the cables installed it keeps the the slop to a minimum and the wheel cylinder has to take up that slop when you hit the brake. With too much slop for the cylinder to compensate for the proportioning valve moves too much and gives you the codes when you hit the brakes.
