Default 1999 quad cab no power windows seatbelts locked

Question for any one that can help. Have a 99 ram 4x4 quad cab sport. the windows are inoperable as well as power door locks. windows are stuck in down position. Seat belts are locked as well. Checked fuses and circuit breakers, all are good Any Ideas???? Does the seat belt control module under the middle front seat have any thing to do with the power windows, locks, dome light etc.??????

Windows and locks both get power from fuse 1 (50a) in the PDC. Check that one. PDC is the black box behind the battery, under the hood.

Nope. Nothing at all.

Did you check the IOD fuse? (Ignition off draw) It's under a little cover in the fuse block.

Does your radio remember what time it is? Etc?
