Even in CO you have to run a cat little guy. My truck is originally a CO truck and had to pass emissions testing there.

Now that's whatcha call ironic, given that the state has a grotesque overabundance of fracked gas wells that are exempted from all meaningful safety and environmental protection regulations.
Here in the civilized part of the state I'm not required to get my truck emissions tested. I wouldn't bitch, though, if it were a requirement. Most of us who live in Colorado like clean air and water. Heck, we like clean water so much that many of us on the Western Slope flush our toilets twice to make sure Las Vegas gets enough. And we send our second-hand marijuana smoke east to the states where the gestapo would imprison people for having a piece of a plant. We all gotta do what we can to help out neighbors less fortunate than ourselves.
For all of our other faults, we're a generous bunch.
You're right, every county can actually warrant different things. Something that really threw me for a loop. I was in Arapahoe County...so Denver Metro basically. I was put on a dyno and all that. Last time was roughly 2008. Perhaps other changes have happened like here, any older with OBD2 does not go on dyno anymore.

I never lived that far south, and left the Front Range in '99, so all I ever saw was the usual no-load testing and equipment inspection. Here where the county's population density is 2.1 people per square mile they just don't worry about emissions, but they will cite you if you're dumping copious smoke.
