That's your TV cable, needs to be connected and adjusted.
Mentioned it in your other thread before I saw this one.

yeah, that is your linkage! If goes from your throttle body (bracket on the left of the TB) and routes down to the tranny. It determines your gear by how far your foot is down on the gas pedal.

I've watched multiple videos on how to adjust this, all of them have a white clip. My truck does not?

the one on the inside is the tranny. The outside is the throttle. It has a different color but is the same type of clip.

holy crap that engine compartment is dirty. The person you bought it from must have been mudding (deep) A LOT!
