Depends on how empty it is. 17 does seem like a bit much... but, if he blew a cooler line, it certainly could pump itself dry in fairly short order.

Spec is 9.5-11.6q for the 46re. 4q sounds like a pan drop and filter change, versus the overhaul capacity.
