Default Will not disengauge from 4WD

I have a 2001 Dodge Ram Sport 360 automatic, bought the truck used/not running, had to rebuild the motor. I have not looked closely yet but I think it works off of vacuum. I found a small green hard plastic line under the hood at the rear of the motor that is not connected to anything, is that what is causing the 4WD issues? Does it simply need hooked to vacuum? Or is it something else? Any and all help would be much appreciated.

Green line is the vent line.

Check out the vacuum lines at the front axle. In 2wd, you should have vacuum on the outboard port, in 4wd, should have vacuum at the inboard port. The metal lines are notorious for rusting out..... also, if it's cold where you are, if enough moisture collects in the lines, it can freeze, and cause a blockage. (don't ask how I know this.....) Verify the vacuum system. Take it from there.

Check out posi lok cable actuated 4wd . I'm thinking about putting one on my truck, eliminate the vacuum lines and you get 2wd low
