Default Tie Rod Adjuster Clamp Loose?

Okay, I replaced the steering gear in my 2001 2500 4x4 w/v10. When I removed the Pittman Arm, as I let go of the arm, it rotated to point down. I saw the tie rod end rotate in the adjuster clamp. I replaced all the tie rod ends about a month ago, and bought a new clamp when I did this. After putting everything back together, I checked the torque on the adjuster clamp bolt nut on the tie rod end. It clicked perfectly at 40 ft/lb.

Should this happen? In that, should the tie rod end be able to rotate in the clamp with the bolt torqued properly?

I don't use a torque wrench on those. Those are pinch clamps, and sometimes, it takes more torque to actually pinch the clamp, than what they want you to torque them to. I run 'em to about 1 grunt.

Copy that, I'll try 50 ft/lb.

Tightened it a little, but not much.

Took the truck for a spin, with all new tie rod ends and the RedHead steering gear, this thing feels like a 6800 pound go-kart. I should have replaced the gear when it first started to go out!
