Well, battery is a bit low...... But, you have power where it needs to be. Seems the PCM isn't doing its job. Check the legend on the cover of the PDC, see if there are any PCM fuses, also check in the fuse block on drivers side of the dash.

There are no fuses in PDC or in side dash labeled as a PCM fuse. The things I still havent done:
Check to make sure distributor spins
Also i havent bolted the bed back down from doing the fuel pump. Figured id leave it loose just incase. There is a groud strap that runs from the cab to the bed that i disconnected for more clearance to tilt the bed. Im sure that cant have anything to do with this issue???

If I need to replace the PCM on this year and model is it a simple plug and play or does it need flashed? Thanks again for all the help

Needs to be flashed to the correct vin, else the ABS, and Air Bag lights will stay on.

Fuse 3 in PDC supplies power to PCM, and also the fuel pump relay.... Got power at pin 30 on the fuel pump relay?

Yes, I have power at fuel pump relay. I never checked if power was getting to the PCM though. I dont think we covered that part

I have 11.75 volts at pin 22. Just to make sure I checked correctly its the connector closest to the driver side, black correct?

Also if this proves my pcm is bad how do we explain the fuel pump running?

Could there be an issue with power coming out of the PCM?

Last question because I am electrical illiterate, since I have power to the PCM at the connector that would eliminate any ground issues and mean they are all good? Thanks

Just out of idle curiosity..... Lets refresh my memory here a bit:
Does the fuel pump prime?
Do your gauges do anything when the ignition is on? (gas gauge read right, etc.)
Do you get power at the coil, or injectors, for a few seconds when the fuel pump primes? (if it does....)

You have power at all the right spots. Could check and see if you are getting 5 volts TO the crank sensor...... just to be sure.
