Default What is this? Broken vacuum line? Vent?

Good day everyone, I recently did a tune up on my 98 Ram 1500 5.9 and saw this piece and had a question. When I was getting the old cap and rotor out, I snagged the vacuum line (pointed to with the green arrow) and pulled it up and around a bit.

There seems to be a lot of slack with it, but I didn't immediately notice anything wrong, so I went on with my business. As I was getting everything buttoned back up with the new cap though, I glanced over to where that vacuum line bends and turns south heading towards the bottom of the truck and I notice the black plastic piece connected (circled in red) to another vacuum line that runs parallel to the other one. Is this a vent of some sort? Or did I inadvertently break a vacuum line somewhere back there when I caught that other vacuum line that it's near? Where does that long line (the one pointed to with the green arrow) go to any way? I was under the truck looking and couldn't quite pinpoint it. Just figured I'd ask the experts on this board, thanks a ton!

I do believe that is the vent line for the front axle controls. There is a switch down on the t-case, and it has to vent somewhere.
