The engine won't drop to the 650 idle until it is pretty well warmed up.

Might be a flaky TPS......

I was wondering, but then again it hasn't been that cold, just cool 45/50s in the mornings near to low70s during the day. I'm going to run get some gas and see how she is for a run.

Ok, was a cool 40 degrees this morning, started up and idled just 100 above the normal idle, drove and got some gas and dogged around the streets a bit to normal operating temps and idle was back to normal at 6500. So looks like its all good, probly just the pcm needing to adjust to the new IAC?

Yep. It takes it a bit to learn new parts sometimes.
