Did you use the electrics from the 99, or 2000?

well the 99 harness plugged into everything under the dash of the 2000, so i didnt touch anything electrical inside the cab except for where it plugs into fuse box an the big connector thats held together with a 10mm bolt

the 2 trucks i swapped are only 8 months apart not 2 years like his, everything is the same, itried swapping all the switches from the 99 cab didnt work, only thing i didnt (and dont have any more) is the ctm which im starting to think it might be the culprit

Not to argue but the '96 and '97 rams are less than a year apart but the wiring is completely different. They went from supplying positive to various circuits to grounding those same circuits, to activate them.

Given the vagaries and whims of assorted manufacturers, anything is possible and should be taken into account.

Any issue when you turn on the left blinker? Unplug the headlight switch and try your wipers again. The wipers, I want to believe, are separate from the headlight issue, but who knows?

And...
That pesky CTM (central timer module) may be part of the problem too. Can you swap them (or is the donor gone)?

Unplug the CTM and see where the wipers want to stop. I think you should have no delay though.

The CTM is behind the lower dash panel where your right knee would hit it in an accident. There is a metal dash support (running vertically) and the CTM is attached to it.
