What type of scanner are you using? Sounds like you need an old Snap-On MT2500, which works with OBD-1 or OBD2. What vehicle are you trying to connect it to?

If you are trying to get codes you don't need a scanner up till 98.

Its a 1994 dodge ram1500 pu,5.9 auto/ac/ps/pb,the scanner i have is a actron cp9180 but the 94 has only a hookup by the firewall and this connects to under dash obd2 hookup, reading codes is not the issue,I would like to do diagnostics so that I can adjust and make mods to get peak output and performance 360 burps going by the gas station .thanks for the reply its greatly appreciated.

94 is OBDI, therefore, no flash re-programming capability. You would need to remove the ROM from the PCM, and replace it with an EEPROM. (electronically erasable) You can read data, possibly activate various items, but, without some additional equipment, you can't change anything.
