Also it only makes the whistle while the truck is moving not when its just idling in neutral and i give it a little bit of gas

How old is your serpentine belt? What condition is it in? Got any odd coolant leaks up front?
But, since it only does it when the drivetrain is under load...... probably not the belt.

I still think brakes. They can most definitely make noise going one direction and not the other. Or under load, the pad "sits" in a bit, and when coasting it "lifts" a bit. Bad explanation, but do you know what I mean? Bearings can do the same thing: make noise when loaded but not when unloaded, even if spun in the same direction. Did you properly grease and lube all the points of the caliper, pads, etc.?

i can clean that tomorrow and let u know if it works and i wasnt sure if that was the case or not but the belt doesnt look in bad condition thats one of the first things i looked at. what leaks could cause a sound like that?
Another thought is the fan clutch. Mine started with a whine/squealing noise only under power. Finally figured out the culprit for certain after taking it off and going for a short drive. It sounded like a broken vacuum line when I first started chasing it.
Did you ever get this problem fixed? I'm having the exact same issue.. 03 ram 1500
