Of course go back and check all of your previous work. Recheck everything and make sure are for sure compatible with your vehicle. Inspect all wiring and grounds carefully. Look for chipped, cracked, melted, etc wiring. Sounds like a short somewhere. As others said def sounds like something within the ASD circuit. Also check your new wires you put in for the tuneup and make sure none were touching the block.

No. U dint have a computer for that. U asked anybody and wverybody i know as well. Called the dealership and they want a ton of money to do it. Is there a way to bench test the pcm? I ran through and checked all new parts connections. Everybody seems good. I borrowed the pcm out of a 360. And it still wines. If i pull the fuel pump fuse. The wine goes away.

No way to test the pcm without some seriously expensive equipment.

Okay if i jumo the fuel pump. And jump pin 87 and 30, i get that same blip of light at the coil, but no spark

PCM isn't controlling the coil..... Something is awry..... You REALLY need to be able to plug in and talk to the PCM.....

PCM.

It controls the ground side of the ASD, and fuel pump relay control circuits, that supply power to various parts. Same thing for the coil, and injectors. PCM will only engage the relays for about three seconds when you first turn the key on, after that, only if it sees the engine turning. (Via cam, or crank sensor signal.)

Does the fuel pump run for three seconds when you first turn the key on?

No it does not. The fuse is good and so is the relay

Well. Swapped pcms. I now have the fuel pump kicking on for three seconds. Just still no spark

Does the fuel pump continue to run while you are cranking the engine?
