Around here, yes, that would be a good deal.
As for what to check.... Pull the air filter housing, and look down the throttle body, see any oil? Knock a couple hundred off the price. Check the brake line going to the rear as well, see if it has been replaced yet. Aside from that, just what you would normally check on a high-mileage used car. Take it for a drive, make sure it runs good, drives smooth, and shifts nice, make sure the 4x4 works, and doesn't make rude noises. (on a gravel road, or field, don't engage 4x4 on a high traction surface, like pavement....)

You want to look at the bottom of the intake. (all the way down.
) The intake manifold on these trucks are two-piece, and the gasket on the steel bottom pan is notorious for failing. Oil in the intake is a sure indication that it has, and needs to be replaced. Yanking the intake isn't too bad of job, if you have any experience at all turnin' a wrench. Just time consuming.

Yep. Even if there is oil down there, offer him 1200, and see what he says. (be sure and point out that there IS oil there, so, the intake needs to come off.)
SOME oil is expected, the PCV inlet is right in there too. If you see it pooling, that is too much.

Fuel filter is not generaly what most folks consider "user serviceable." It's part of the fuel pump module IN the gas tank. Changing it involves replacing the entire module. (about 250 in just parts, for a GOOD one, and you do NOT want to put a cheap one in there. Unless, that is, you LIKE dropping gas tanks, to change the pump, again.....)
