Sputters on cold idle, no power, bad mpg

The surging would lead me to a vacuum leak. My IAC was noisy at start until I replaced a short section of tubing that comes directly off the front of the throttle body.

Looks like a previous owner replaced that hose. I blew into it and doesnt feel like it is leaking.

So I havent driven the truck very much since i unplugged the o2 sensor and still had the check engine light on. 2 days ago i went to start it up, in the morning, the check engine light turned off and its idle was perfect. No shaking, no vacuum noise, and no surging. It was like this till today, i went to fire it up and it has gone back to its old ways. Any thoughts?

Was the O2 sensor still unplugged?

No i plugged it back in and was waiting for the computer to shut the CEL off on its own.

How did it run with the O2 unplugged?

It ran a little worse but not much. I didnt drive it too far with it unplugged.

Did you route the wires per the TSB? (it's in the faq section.)

Sorry im not sure what you mean, it has the original wiring harness with the plug to the upstream o2?

I found this article: http://dodgeram.org/tech/gas/Trouble/O2_sensor.htm

I stuck the tan/white wire, which shows upstream o2 sensor, with the engine off and im getting 4.17 volts. Then as the engine is running it slowly drop to about .9 volts, then begins bouncing between 0.1-0.9 volts.

If this article is right, it says the o2 sensor with cold engine should be at 0.1-0.2 volts. Where am i getting 4 extra volts? or is this test bogus? Oh and the truck has no CEL.
