You can get torque converters in a couple different flavors.... Locking, and non-locking. You want the locking type. If they put a non-locking converter in there....... well, it will never lock up.

I would have no idea. But teach me something else today when people say lock and unlock what does that mean. going into and out of overdrive?

Nope. There is actually a clutch in the torque converter. (provided it is indeed a locking converter....) It provides a direct mechanical connection from the engine to the trans, instead of the normal fluid coupling the torque converter provides.

So if it indeed is a locking tc what would be the cause. I read an another thread to try replacing the tps quo if its bad it could cause tc to lock and unlock especially in OD and the rpms could change by 100-300 rpms.

I think you aren't getting overdrive. I see two shifts, and then a minor drop, which I think is TCC engage. But, I don't see the major drop I expect when O/D engages. Is the O/D off button lit up?

Well a little update the CEL came back on and that p0783 code came back on so I went and got an old 2 scan. Last time it said 3-4 shift solenoid malfunction but now it said no rpm drop from 3-4. I looked up a diagram for my pcm and I checked the brown wire on connector b for od and it was getting the right amount of voltage so at this point the only thing I can thing of is the fluid being low. me and my dad replaced what we took out but im thinking maybe it was low in the first place.

Probably will sound dumb but that pic is of my fluid today after I drove about 20 miles then let it sit for an hour or two then took in on another couple mile drive and letting in idle in neutral for 5-10 minutes. like I said we replaced what we took out and a little extra so I didn't wanna put to much more in but im thinking maybe it was low in the first place quiz I read low fluid can cause p0783 code to come up.

Yeah, that's low. Need to add some more. (start with a pint, only add one pint at a time.)

The wire to the PCM for the O/D solenoid will have power as long as the engine is running. The PCM grounds the circuit to activate the solenoid. Sounds like the wiring is good at least, question becomes, is the solenoid bad, or is the PCM bad......
