Truck dies on me while driving will not fire back up

I've been having this issue for weeks on my 95 5.9. When it dies, the fuel pump doesn't prime. And the fuel pump relay doesn't clicked. Swapped it for a good relay, still doesn't click or prime. Driving me crazy.
Sometimes it'll start back up after 20 minutes, other times it has to sit over night.
