Default How do I remove the front shocks? Broke lower shock bolt on a 98 RWD

I was planning on changing my shocks and while doing it the bolts have been very rusted over and are so stuck in. The lower bolt broke off so I ground it flush, and was trying to pop it out but it wont budge. The top bolt on the shock also wont budge after trying for a couple days. What have you guys done to get off these oem shocks if they've been stuck on. Im running out of ideas and need some help. It's a 1998 RWD Ram 1500. I can take pictures after if need be. Also is the truck still safe to drive? Nothing budged just has a ground off head.

Heat. Or, chemicals, or both..... May have to blow the heads off the lower bolts, and just replace them.

And I wouldn't drive it with a broken bolt. That's just taking too big a risk unless you're on your own ranch in the middle of nowhere. Better not share the road with me.
