If you are unsure of your multimeter, post a picture so we can help you with where to set it. Was it running good after the fuel sync was set? We don't know how good your mechanic is, he could be the problem. If it was running good after the fuel sync ( think of it as timing the injectors) was set, and nothing was changed until it wouldn't idle properly, there's a very good chance it's the IAC. Check the voltage as Hey You suggested, (you check it yourself please) and buy a Mopar IAC. Is the vacuum leak fixed now? Any chance you live in Wisconsin? I would consider coming to help you.
You could unbolt the CAD and see if the fork is in the collar. http://4x4posi-lok.com/app_dodge.html This can be used in place of the vacuum actuator. I installed the one that permanently locks it. It's like leaving the hubs locked all the time. (If you are familiar with locking hubs) If you drive your truck a lot I would get the one with the cable.
