If DCV was the right setting, then three pins read 0 and one pin read 11.95.

On the DCV setting three pins read 0 and one pin reads 11.95.

Need to have a look at the other end then. Verify the wires are good. If they are, PCM is bad.

put your meter on 10K ohm resistance, one lead goes on the IAC end of the wire, other one goes on the PCM end of the wire. (doesn't matter which is which, just so long as you have the leads on the same wire.....)

Can you read wiring diagrams to find which wires you are concerned with? Have the service manual with the diagrams?

I am now using a tablet to communicate. The laptop I had the service manual on crashed last week. Not sure if I can read wiring diagrams or not. Where is the PCM?

It's weird, when the back wheels are jacked off the ground, the truck idles just fine. Put the wheels back on the ground and it will not.

Ok, yeah, that is indeed weird.....

PCM is on the firewall, passenger side of the engine. lots of wires going to it. Cavities are labeled on the connector, in teeny, tiny print.... magnifying glass helps here, and a bright light. C1 is the connector closest to the motor.

Ok, all four wires you are interested in are in connect 1 on the PCM. Cavity 10, 11, 19, and 20. I am using the 98 manual, so, wire colors may not match up. Check wire color at the PCM end, and then put your other lead on the corresponding wire on the IAC connector.

Not sure where the best place to get one is, but this has lifetime warranty. Seems like 98-2000 had a problem with soldered connections breaking. Hopefully Hey You can help you test it and find the problem. Hopefully a bad wire so you can fix it easily.

PCM is not included with an engine.
