Is the spring in the correct position? Looks angled kinda odd in the pic. Maybe try disconnecting the cable at both ends, and test to see if it is binding.

Tried the cable? Does it move smoothly when not connected??

it was stiff when i pushed it to the first position and the cable it smooth its catching on something on the linkage bar

Internal or external? If it's external, see what you can do about moving things around. May be bad bushings in the linkage, which is pretty easy to fix.

Alright doing some looking my lockdown cable is frayed at the end and it just getting stuck in place so im gonna order a new one today
