99 ram 1500 360 5.9 will not start now
If you aren't cranking the motor, you will only see power there for three seconds. Then the ASD relay shuts everything off.
If when you tested, the noid light was flashing as you cranked, then that's working as it should.
If you have spark, good fuel pressure, (better than 45PSI) and the air filter isn't plugged, it *should* start.....

I have the same engine, and had this same problem. My truck sits for a minimum of one week at a time, and longer if I have a choice in the matter. I work from home, so try to get out as little as possible. Anyway, here the truck sits in sub zero weather, and, I need to disconnect the battery every time the truck is turned off. Over the course of one or two months during really cold weather, I tried to start the truck 3 times, and it would barely run, just chugging, and without applying the gas peddle, it would die. Then, a couple of times, it would start and run fine, but as soon as the temp gauge hit 130, it would die, and not start again.
Finally, the only thing I did, is add some Heet to the gas, and about 3 months into this problem, when I plugged in a warm newly charged battery, the truck started and ran just fine. It drove a few times, without any problems. But now, I am having issues again, with the charging system (most likely?)
I don't know if this is helpful information at all. But maybe the other guys here would know. My best guess is that having the battery disconnected for such long periods of time, resets some of the computer components.

Ok so today I wanted to just double check everything, plugs spark, plug gap, fuel pressure, etc. I have spark, I have fuel pressure, I have voltage at injector, all injectors are good. Still no fuel at the injector. I didn’t check the vol. properly at the injector last time that’s why I “didn’t” have voltage, I’m no master mechanic by any means.
The fuel rail is an easy off/on procedure if you got the fuel disconnect tool. If you got pressure at the schrader valve but you say the injectors are good and are firing, but dry, then there's not that much left.
Ok so I made my own mark to check my timing, since we’re not running. Also stuck a wire down in cylinder 1 and found tdc, then made a mark to signify that. then did a full turn on the crank. And it came out on the same spot. Would you say that means my timing is good or no? Also had swapped the camshaft sensor and still nothing. So my next step is to pull the fuel rail and to watch for spray and see what I can see. Any suggestions?
