Water Pump Inlet Tube...
That looks like china crap.
I get my pumps at Napa and they come with the tube. It seemed like it was wrong also but I checked with the old pump and it was identical. The tube should not go in farther than the bolt will allow. The sealant is because the tube is smaller than the hole. I don't know how you can install the tube without sealant and not have a leak. It comes gushing out of there!
Put the bolt in first! Then insert the tube and hook it onto the bolt. When it's hooked on the bolt then it is in as far as it should be.
And for those who might not think engineers can be idiots sometimes, I've got two words for you: TRACK BAR.
