1986 dodge w150

my 1986 5.9 w150 has a real hard time with hills, flooring the gas peddle it goes around 50, it has been rebuilt but not by me, it came that way. vibration is bad over 45mph. aslo i need a proportional valve for the brakes any word on that part? i cant find one
