Yes, that sensor has been replaced several times. The last time it was replaced with an NGK sensor. Just a thought; is it possible that what we changed with the power cable and starter actually did resolve the issue, and now that even though the problem is resolved, the sensor just needs to be replaced again because it was blown from a voltage issue before we changed all that? I haven't changed that sensor since we changed the wiring and starter.

Did the code go away for any appreciable length of time after replacement?

No, changing the sensor never caused the code or problem to go away at all.

That means its a wiring, or PCM problem.

Since the computer has been changed 4 times, I don't think that is it. Is it possible though that it was an issue with the power cable, and that issue caused the 02 sensor to go bad, and then since we changed the power cable, that potentially the issue was resolved, but that the sensor still needs to be replaced and perhaps it would be resolved? I'm grasping for straws I know.

Can try it. Sensors aren't that expensive...... worth a shot.
