Nope. Both of my trucks have RWAL and identical ABS on top of the wheel well, outboard of the MC and between the distribution fuse block and the firewall. Two pipes come from the MC to the ABS and then on to the prop valve.
The ABS location on mine would hide the prop valve shown in the pic from the OP

Dodge must have shuffled some stuff around over the years.....

Ok so bled all the brakes and replaced both rear wheel cylinders (used 3500 Dodge ones). I still have a soft pedal, it'll stop the truck, but I can order the order to the floor with the truck running. Also noticed brake fluid is kind of milky...

Well, that shouldn't be a problem........

Got a second person to help you bleed? If so, have them pump up the brake, and hold pressure while you crack open the bleeder valves. Do that four or five times at each wheel, or, until you stop getting air. (do it at least four times in any event.) Burns thru a fair bit of fluid, but, works pretty good. See if that doesn't improve its attitude.

What I don't get is when the truck is off the pedal is hard as a rock. Maybe it's the booster but I don't think.

Yeah, I have seen that too many times.... Rock hard pedal when not running, but, down to the floor when it is...... it's generally still air trapped in the system, or, a leak somewhere. The booster provides a LOT of assist with the engine running....... so, with it not running, YOU have to expend ALL the effort to compress everything. Not nearly so easy.

No leaks as I been driving it for days and fluid level hasn't changed. The milky fluid may be from the rear block on the axle being open overnight and some water getting in it. I can't get anymore air out. You pump them while driving you get some pressure, but if you press real hard you get something similar to brake fade
