Speedometer jumps from 60 to 0

Speedometer jumps from 60 to 0
2009 Dodge Caliber just bought 2 days ago. While driving speedometer jumps from 60 to 0 and while that is happening the dash lights are all flashing on and off.

Post in the caliber section please. This is for 2nd gen ram trucks. The NEWEST of which is a 2002.......
