Bad ground. ALL of your gauges are fed by the data bus. PCM tells the cluster what the gauges should display. Bad ground will make them all freak out.

You could get some help by adding ground wires from the battery negative terminal to the computer case and firewall to existing holes in each. The steel body and frame are often used to transfer ground connections to save money on expensive copper wire. Steel is a terrible electrical conductor and paint is even worse.

The problem is present only when the engine is running
Ignition switch on, problem isn’t present?

Still could be a bad ground. Either that, or some wires rubbed thru, and are backfeeding one or more circuits.
