P1389 Code after new PCM
I can only go by the manual online, it should have 5 ranges in DC voltage mode. But the easiest is to check across the battery and see when it shows 12.xx V. Continuity doesn't tell you anything at his point. Check the power feed to the ASD relay, and then check if the control line for the relay gets power when cranking.
I’m sorry it does have 5 but one setting is millivolts. The wire powering the asd relay would be the red wire/lb ? I’m looking at pg 8w-10-12

Ok the red/lb wire has no power when cranking, I just test it with the red lead right? The black one doesn’t have to be touching anything?

Red/light blue is correct and it should have power all the time. You need to connect the black test lead to ground, preferably the negative battery terminal and use the red to test. That way the mm measures voltage to ground.
So maybe I tested the other wire wrong also? When I tested the sense wire I put the red test lead into the wire by the pdc and the black lead by pcm?
Depends on what "by the pcm" means. If you held the black lead to the pcm case or a ground point nearby that's likely ok unless there are ground issues somewhere.

If I did I wouldn’t be here lol, so now I know you need to ground the black one out regardless. Tomorrow I’ll check it out, won’t learn unless I do it myself. I’ll get the alligator clip set and keep it plugged into ground. I thought the multimeter had a set ground in it
In any case the next step is to measure the voltage that the PCM "sees" between the DG/OR wire and the PCM ground. There are two black/tan wires on connector 1 of the PCM, these are the PCM ground. Also have a close look at connector one if there's any sign of burn around pins 31/32 which are the ground connections.
