I think that's about right for a 95. So, pressure isn't your problem.

What about the leak down? That doesn't seem right. If it's not fuel pressure what else could it be? Just a worn engine?

A whole host of things. Given the age of your truck, the fact that it holds that much pressure, that long, is surprising.
Gonna need to get a scanner, and look at what the various sensors are telling the PCM, and what your fuel trims look like.

So problem with that. It's odb1 so I have no way to interface to the truck. And I don't have a couple thousand to drop on a Chrysler scanner.

Oooo. Yeah, OBDI scanners are getting kinda hard to come by....... Any of the local parts stores have anything?

Nah. All them only have obd2 tools.

Yeah, we have that problem here too.... Might call around to some of the independent shops, and see if any of them can do something for you.

Welp. If this was your situation what would you do? I've considered an engine swap to a 5.9. would that be worth it or just get a new vehicle?

I might be more inclined to do an electronics swap, and upgrade to the 96-97 PCM and wiring harness.......
