Do you still have the check ball capsule in the cooler line? Thick fluid will cause higher pressure and make a pump whine or even a buzzing noise. A restriction would also cause this issue.

It will be on the cooler line going to the bottom fitting of the in-radiator cooler. Should be right where the steel line transitions to the soft line.

No such thing on this one. P.O. put in new radiator and bypassed the internal cooler for an external one in front of the rediator. I don't see anything that could be the check valve.
