Default Foggy

Changed multi- function switch in my 99 1500 because had no low beams unless I but my tilt all the way up. But my fog lights and horn still worked. Now my horn and fog lights will not work. Horns and bulbs are good relays and fuse under hood is good, no wiring problem found between horn and relay same with lights. Any suggestions

Getting power to horn plug, getting less than a volt to fog lights plug. Also getting less than a volt at thepdc where the relay plugs in
