That gauge gets its clue from the PCM, which gets its clue from..... the sensor....... PCM then tells the cluster what to display. Sensor resistance goes down, as temp goes up. So, I suspect that somewhere you have a bad connection, or, a bad sensor. (but, didn't you replace the sensor, and still get the same behavior?) When the circuit fails, the PCM is gonna think the engine is a LOT colder than it really is, and it will positively DUMP gasoline into the cylinders........ Need to find out if you are losing sensor signal back to the PCM, or, losing the 5 volt supply TO the sensor.

I'm having the same issue on my 1998 5.2, I clear the code, it comes right back as soon as I turn the key on, I replaced the ECT sensor, the manifold air intake sensor, the PCM, on the replacement PCM my VIN number was flashed to it, and no luck, still have code P0118, my tag expires this month in 13 days and they won't pass inspection unless I get rid of the check engine light and if it don't pass inspection they won't let me get the tag renewed.
